Regina Wastewater Treatment Plant Upgrades

This is the largest and most complex wastewater Public-Private Partnership (P3) contract awarded in Canada. This project entails an expansion and upgrade to the City of Regina’s wastewater treatment plant from a treatment capacity of 70 million litres per day (MLD) to 92 MLD. The work included: upgrades to the primary treatment system; replacement of the existing secondary treatment lagoons with a biological nutrient removal process and upgrades to the lagoons for peak flow management; the addition of effluent filtration for phosphorous removal; replacement of the existing disinfection system with a new ultraviolet disinfection system; upgrades to the existing digesters for biosolids management.

The upgraded facility meets the demands of a growing population forecasted through 2035, as well as new higher quality effluent standards mandated by Saskatchewan’s Water Security Agency.
